Split-anchor edits: scenario model

We shipped 100 conservative edits. Each rule below was set cautiously and held some edits back. Turn a rule on to add its edits to the plan and see how many more we could recover, up to 308. Open any lever for a real worked example.

What this adds

Adds a second link to a page that is already linked. Low value, since the first link is the one that counts, but harmless.

The page already links to /massachusetts-llc/ with the anchor "forming an LLC in Massachusetts", so the second link is a duplicate.

What this adds

Keeps the definition-page target, so it does not break the "keep educational links educational" rule. It just diversifies the anchor, which is the whole point of the project. The rewrites are already written.

What this adds

These links already point at the right page with a descriptive anchor. A rewrite would only fine-tune the wording, so it is polish, not a fix.

Each lever recovers edits we held back; the totals reconcile with the deploy workbook (100 shipped plus 208 recoverable plus 3 that cannot be resolved automatically equals the 311 candidates).
